Cota Rio tem o propósito de atender às necessidades da Defesa Civil, em parceria com aquaviários, visando o monitoramento contínuo dos níveis dos rios. Seu objetivo é possibilitar o registro de cotas, que são informações relacionadas aos níveis de água dos rios em diferentes pontos de medição. Essas informações são essenciais para a previsão de enchentes, tomada de decisões em situações de emergência e planejamento de ações preventivas. O sistema Cota Rio funciona por meio da colaboração de aquaviários e demais profissionais que atuam na navegação fluvial, permitindo a coleta e o envio de dados de forma contínua e descentralizada. Com isso, a Defesa Civil pode acompanhar as variações nos níveis dos rios em tempo real, garantindo uma resposta mais ágil e eficaz diante de eventos climáticos extremos.
