Apegado a la Ley Estatal de Movilidad, Seguridad Vial y Transporte esta licencia permite a una persona comprobar ante la autoridad competente su capacidad para conducir un vehículo automotor. Es un documento seguro con verificaciones biométricas de identidad, el cual utiliza un código QR dinámico para su validación así como el uso de la Firma Electrónica Avanzada, con lo que se reduce el espacio para la impunidad, el robo y el fraude.
